Headquarters of the Ministry
The Ministry of education, culture, sports, science and technology(?????, Monbu-kagaku-sh??, literally ?Department of Cultural Affairs and science?) is one of the departments of the Office of Japan, officially translated in English in Ministry of Education, Culture, Sports, Science and Technology (MEXT) and often abbreviated by Monbush?(???,Monbush?, ?) or Monkash?(???,Monkash? ?).
It was created on January 6, 2001, during the reorganization of the second cabinet of Yoshir? Mori, by the merger of the Ministry of education and Culture (???, Monbush??, literally ?Department of cultural affairs?, Ministry of Education, Science and Culture MSC in English, originally founded in 1871 during the era Meiji) and the Agency of science and technology (?????)(, Kagaku-Gijutsu-ch??, Science and Technology Agency STA in English, created in 1956).
He sits in the 3-2 ? 2 Kasumigaseki, Chiyoda-ku in Tokyo. It is currently directed by Yoshiaki Takaki, Member of the 94e Cabinet of Japan taken by Naoto Kan, since September 17, 2010.
Missions
Main, particularly large, responsibilities are therefore four sectors:
- Education: it organizes and coordinates the education to the Japan system, which apply and can amend the Basic Law of the education of 1947 to defines the principles of education based on equality of opportunity and education compulsory and free for nine years, and serves as a starting point for all other educational legislation (the Education Act and the social education Act). It sets all five years and puts in place the Basic Plan for the promotion of education. It defines programs, that can nevertheless be adapted under certain circumstances by the offices of the education of prefectures or municipalities, and therefore use by institutions of the textbooks approved by the Department. If the public higher education institutions and universities depended directly to the Ministry, a reform in 2004 has transformed them into public enterprises fully autonomous although still under Government control and, therefore, of the Ministry of education. MEXT coordinates however always academic exchange with foreign programs, including program JET (employment of foreign, primarily English-speaking graduates as teacher assistants in language, consulting educational sports in elementary or secondary schools) and delivers the ?Scholarship incorporates?for foreign students. It organizes the rules of the continuous or vocational training.
- culture: through an agency for cultural affairs directly dependent on the Department. It adopts and enforces measures to promote the different aspects of culture (the Japanese language, arts, literature, museums and events or festivals, by the granting of aid and grants including), be it traditional or modern, the Japan and the Japanese culture abroad (for international cultural exchanges or assistance to the translation and dissemination of literature or the Japanese film)According to the principles of the basic law for the promotion of culture and the arts in 2001. It manages the national cultural heritage and the list of national treasures, and decides the terms of reference of the order of Culture, which is then officially awarded by the emperor. It also defines the protection and use of literary and artistic property law and policy of copyright in the Japan. It is finally responsible for religious affairs, including managing the status of ?religious legal person? which provides a legal personality to some religious buildings and organizations.
- the youth and sports: sets coordinated policies to both mental development physical of the Japanese are: the promotion of all sports (through the improvement of school physical education by producing tools for teachers or helping local authorities to organize club sports activities in schools, by the definition of the principle of a ?sustainable sport society? to improve access to all sporting activities by subsidies to associations) (and local clubs or by means of awareness-raising campaigns and the development of the place of the top athletes in international competitions by the creation of national centres of training and grants to federations and clubs of high level), the Organization of awareness of hygiene and health at the school (through programs to promote nutritional education in schools and push young people to have a more Dietetic food)(, the prevention of delinquency and school psychology, and the promotion of school health by the prevention against drugs, sex education and the adaptation of institutions and to persons with disabilities and allergies classrooms) and promoting ?healthy development of youth? (through experimental activities for youth such as the school, environmental awareness)(, group activities or Exchange programs abroad, by the resolution of the problems of youth with the creation and management of places for young people in difficulties social or health and measures to make the environment less hostile, and the promotion of reading for children across the country activities).
- Science and technology: it organizes the promotion of science and technology in the Japan (both of research activities strictly speaking the interest of the population, industrial groups or local authorities for the issue) in establishing the basic plan of science and technology that defines the priorities for research policies and development, grants and funds allocated in this areacoordinates actions of industrialists, the research centres and the Government in the matter, creates, organizes and manages the institutes and public research foundations in science and technology and the creation of clusters. The actions of the MEXT subject represent 65% of the total spending of the Government research and development. The Department also evaluates its own research and development activities and makes each year a report on the promotion of science and technology in the diet. It manages the system of lifelong training and the issuance of certificates to the researchers and engineers, and implements measures to promote mobility. It manages the administrative status of the researchers and engineers, and defines the rules of recognition and equivalence of international credentials. It is also responsible for the regulation regarding nuclear safety.
